Charlie is a young boy who adopted Pepper in "The K9 Kid". His father, the police Lieutenant, is the owner of Sarge.

Like Pepper, Charlie wanted to become a cop. While doing some investigating, Pepper thought he was a criminal and got him in trouble with his father. Later though, Charlie got help from Pepper in catching some bicycle thieves. Then Charlie got to adopt Pepper.
