Tommy is a little boy who adopted Sweetie at the beginning of "The Watchdogs." Tommy was voiced by Jessica DiCicco.

Tommy was having a birthday party in the park when the Pound Puppies dropped off Sweetie with him. Tommy was swinging at a pinata when Squirt distracted him and his friends by dressing up as a rabbit and leading them away. This gave the pups a chance to pop the pinata, but when they unexpectedly needed another distraction, Strudel jumped on his birthday cake in a spur of the moment decision. Cookie then had the chance to lower Sweetie down to the ground, making it appear as if Sweetie had been inside the pinata. Tommy was delighted by the puppy and called her the best present ever.
